Wouter comes from the older Germanic name Walter, built from two roots. Wald means rule, and hari means army. Together they carry the sense written on the card: ruler of the army, władca armii.

In Dutch and Flemish mouths, Walter shifted into Wouter and settled there. One documented bearer is Wouter van Twiller, who governed the Dutch colony of New Netherland in the 1630s. His post involved command, though not quite of an army.
