Wendy carries a Germanic root and an English face. The short meaning given here is "friend," and that meaning has a real story behind it. J.M. Barrie put the name on Wendy Darling in his play Peter Pan, first staged in 1904. Barrie borrowed it from Margaret Henley, the young daughter of the poet W.E. Henley, who called him her "fwendy-wendy," her small way of saying "friendy." So the link between Wendy and "friend" is a fond mishearing turned into a name.
The census records complicate the neat origin. Wendy appears in the 1880 US and 1881 British counts, before Barrie ever wrote it down. He was the first to publish it, and that published Wendy made the name popular.
Margaret Henley died at five, in 1894. She never saw the name spread.
