Ulian comes from the Latin Iulianus, an adjective meaning "of the Julii," one of Rome's great clans. That clan, the gens Julia, traced its line to Iulus, son of Aeneas, and beyond him to Jupiter. The Polish gloss keeps this exactly, należący do rodu juliuszów, belonging to the house of the Julii. To bear such a name in Rome was to name your ancestors.
The short meaning in English, "descended from Jupiter," repeats the clan's own claim to divine blood. "Youthful" is a second layer. Latin ears caught iuvenis, young, near the family name, and the reading held. It was attached later, and it stayed.
