Carlota is the Spanish feminine of Carlos, and Carlos reaches back to the Latin Carolus. The meaning that rides along with it is "free man," in Polish wolny człowiek. That sense predates the Latin form. It belonged to the Germanic name Karl, which Latin took up as Carolus before Spanish wore it down to Carlos and then to Carlota.
The most famous Carlota was not born with the name. Charlotte of Belgium, born in 1840, became Carlota when she married Maximilian and sailed for Mexico in 1864. As Empress Carlota she gave the Spanish form its grandest moment and its saddest, dying in 1927 after long decades of illness.
